SBE API changes

No SBE API endpoint was created in Symphony version 20.6.

The following API endpoints were updated:

User Lookup: added the new active parameter to filter inactive users.
Update User Avatar: A user can now update his own avatar, without having the ACCESS_USER_PROVISIONING_API privilege.
User Features now consistently orders alphabetically the returned user entitlements.

No SBE API endpoint was deprecated in Symphony version 20.6.
